Consumer law attorney and Director of the Virginia Poverty Law Center, Jay Speer, explains why rent-to-own stores no longer are able to routinely use Commonwealth Attorneys to collect their debts because a criminal statute used to threaten consumers no longer applies to property rented under the Virginia Lease-Purchase Agreement. And during this week’s News You Can Use, you’ll find out that the eviction rates for Black Women are on a par with the incarceration rates for Black Men.
