In Letter No. 11, Centinel implores his fellow citizens not to fall for the scare tactics of the Founders. He expresses incredulity that such men of "education" could fall into the trap of such a contrived government. He claims that the Constitution is nefarious. He makes a cogent case that it will be so detrimental to the welfare of the young America, it is worth risking a States' separation, civil war and even anarchy for the time being. He entreats his fellow Colonialists to bide their time until a better plan can be worked out. He urges rejection of the hastily proffered government for what it is: a construction of shackles and chains.
