Debate on proposed 2012 initiatives was scheduled for June, these filings took everyone by surprise. "Even the legislature gave us more notice to comment on pending legislation than they did."
0:20 - Why does MPP/DPA/Sensible-Safer Colorado want to take the Medical Marijuana Colorado (MMC) program out from under the Department of Health and put it under the Department of Revenue? The Department of Revenue has been hostile and obstructionist to the MMC program from the beginnning. MPP/DPA/etc. initiative makes driving under the influence of marijuana a constitutional crime. Adds a 15% sin tax on MEDICAL marijuana. MPP/DPA has persued a strategy of dividing and ignoring the grass-roots community nationwide for many years now.

California Constitution exempts crops from tax, Prop. 19 would have carved out an exception for marijuana and set a precedent for other exceptions.
