Over the next 5 years the United States Navy plans to increase the number of its military exercises in the Pacific Northwest as well as expand the areas in which they already occur; virtually every US coastal state is affected. Some of these exercises may occur in the nation's most biologically sensitive marine habitats, including National Marine Sanctuaries and breeding habitat for the endangered North Atlantic right whale. In the Pacific the Navy anticipates more than 2.3 million "takes" per year or 11.7 million over 5 years. A "take" is a "significant disruption in marine mammal foraging, breeding, and other essential behaviors."
