Ley lived in San Jose de Apratado for seven months of last year as a human rights observer for the Fellowhsip of Reconciliation. Having just visited the community again in March, she talks about the February 21 massacre of community leader and residents, apparently by the army, and of the devastating effects of Plan Colombia on the prospects of peace.
