Alderman Carlos Rosa of the 35th Ward announces his support for the Civilian Police Accountability Council (CPAC) Ordinance that would place control of the Chicago Police Department under an elected board of civilians with the power to end police impunity, re-write the police rule book, submit CPD's budget to the City Council and approve contracts with the police unions. Frank Chapman of the Chicago Alliance to End Racist and Political Oppression and CPAC organizer speaks about the campaign. He is followed by Reverend Catherine Brown who was terrorized at gun point by two Chicago police and Mark Clements who as a juvenile was tortured into a false confession during the years that Commander John Burge was torturing blacks into confessing to capital crimes. Clements raises the failure of the Illinois Department of Children and Family Services to protect children under its supervision from police sexual misconduct and torture
and calls for an extension of the Statue of Limitations, as was done for children abused by Catholic priests, to allow victims now coming forward to obtain justice.
