Rwanda 2019 is a country of widespread poverty, especially outside the capital. For there to be progress, a political framework is needed in which people are free to express themselves and advance plans with the expectation their concerns will be heard and respected. This necessary political climate will only arise when leaders like Victoire Ingabire have the opportunity to present their programs to the Rwandan public.
